Perhaps it doesn't help that yast can't use deltas from local disk, one has to run vsftpd to turn file:///updates/ into ftp://localhost/updates/ (arrrgh).

Yes, this functionality was provided by libzypp. The new libzypp will have it too. However, in beta1 this functionality is disabled as we don't have a parser to store the information in the new solv files yet.
