I don't know how the syncing works in detail, but I'd hope the Autobuild guys or someone else have a script that knows when/whether things have changed.
I'm not so sure it would be a good idea. We sure know the moment that all of Factory has built and we created a repository out of it. But the rest from internal repository to mirrors is done by periodic rsyncs. So something would need to wrap the rsyncs to parse their output. So I think the better way would be some bot that polls 3 mirrors and sends out a mail if it notices that they a) are in sync and b) changed. But I don't think this needs to be done somewhere hidden in Nuremberg. This can just as well run on someone's DSL line.
