korganizer has its own timezone setting. Did you configure this?
I just looked, and it was already set to Berlin/Germany as well as entire KDE. (And what I would expect, at least before I change it) Seems not to be the reason.
Do you have this http://bugs.kde.org/show_bug.cgi?id=117443 problem? I´m not sure if they are related. The symptom is the same. The following event will start in 10.2 at 12:30 and in 10.0 at 11:30. The differenca is in 10.0 I have updated to KDE 3.5.5 and while using the same distro no problem occured. And the events are not that old I created most of them in Oktober with KDE 3.5.4 or 3.5.5.
