I mean than usually root mail is sent by the sytem to an other user (choosed by root) and else at the next root login he will get a message "new mail"
The fact that he gets a message 'new mail' is just because there is a mail send to that user. In this case root. Just sending mail to root will do all and any of the above. It arrive in the mailbox root or any mailbox determend in /etc/aliases. The owner of the mailbox will see a 'new mail' when he or she logs in with every mail.
