Das liegt an einer falschen Modeminitialisierung, schau Dir mal das chat Skript an, da kommen die "richtigen" AT Befehle rein. Oft wird das Modem mit ATZ oder AT&F oder AT&F1 initialisiert, das steht im Modemhandbuch. Meist hilft nur probieren.
