I looked at this but just got confused:

https://build.opensuse.org/package/show/openSUSE%3ALeap%3A15.0/python-backports

This is the "base" packages. Other backport packages should Requires on that. Look ie. at https://build.opensuse.org/package/show/devel:languages:python/python-backports.unittest_mock

Is there documentation on this?

I don't think so. But there are examples in devel:languages:python.
