Hello. Problem is definitely on your side. OBS somehow changes path of files in packages sometimes. In this case there is obviously no /var/lock directory, but it must be created by filesystem-3-2.fc17.x86_64 package for shure during it's installation by this part of postinst script posix.symlink("../run/lock", "/var/lock") Also there is somehow similar problem with dkms package, when /usr/sbin/dkms binary becomes renamed to /usr/sbin/dkms.old when it is installed as a buiddep, even if I build dkms package in OBS and not use one from fedora repo!
