IIRC, that package is only available via RHN, but these packages
can not be imported without violation of RedHat contracts.

I doubt that this is true.

But if it is the case we should consider

a) to drop RHEL at all

b) Use the fitting package from CentOS as they are binary compatible.

c) Provide a smart way to redirec all RHEL efforts, build trials,
downloads to the fitting CentOS target.

The c) approach would save us built power while still being able to
offer the target. And the users downloading the result don't care.
