You can only add files to a package. In order to do so you can
# checkout the newly create project
osc co <project>

# create files etc. and add them to the package
osc add *
# commit your changes
osc ci

- list files in a project {home}{project name}
# list packages in a project
osc ls <project>
# list files in a package
osc ls <project> <package>

- delete a file in a project name
You can do it in a local package checkout via "osc rm" + "osc ci".
Currently osc doesn't support to do this via a "remote call"
("osc rdelete" should support files).

- delete a {home}{project} in obs

osc rdelete <project>
