You mean, after you built a package in the buildservice, you would like
to get it into the "distribution"?

There are currently proposals being developped, how this is supposed to
work and how it is going to be implemented -- check the archive of this
list for details.

For now, your best bet is probably to contact the maintainer of the
package in the distribution. Check the package changelog to find out who
that is.

If all fails, you can simply create a bugzilla ticket proposing the
change, and it should get assigned to the right person(s).
