Ok, at least now I understand the difference between a compose key and a
modifier key.
AltGr indeed worked (and works) as a modifier key for characters like []{} etc.
It also workes for Ž and ~.
The difference is that until 42.3 when I typed altGr+~ "nothing" happened, only
after I entered a second character (n) the combination (ñ) was printed. To have
just a ~ I had to type altGr+~ and then space.
This was normal behaviour since ever.

I tried those settings with several keys. And now again with "Right Alt". I can
then enter altGr+Ž and i and it gives í, but altGr+~ gives nothing, also not
when entering it twice abd/or when followed by a character. Furthermore altGr
then stops to work as modifier key, of course, and I cannot enter {} etc.
anymore.
So what I need is the normal behaviour described above: altGr works as modifier
key and altGr+Ž and altGr+~ only print after entering a second character.
