This happens even if squidGuard is configured such that /var/lib/squidGuard/db/blacklist isn't even used (as in my case, I'm using the shallalist). rpm -qlv shows that the "x" flag is missing on the directory:
drwxrwx--- 2 squid squid 0 Apr 20 04:06 /var/lib/squidGuard/db drw-rw---- 2 squid squid 0 Apr 20 04:06 /var/lib/squidGuard/db/blacklist -rw-rw---- 1 squid squid 91625 Apr 20 04:06 /var/lib/squidGuard/db/blacklist/domains
