This most likely happens because you have an older /etc/fonts/conf.d/56-user.conf and this did not get replaced with a symlink during a system upgrade. You can verify this by running:
$ rpm -V fontconfig
You can manually fix this issue by replacing the file with a symlink to /usr/share/fontconfig/conf.avail/50-user.conf or by removing it (and others that show up in the above command’s output) and reinstalling the fontconfig package.
$ rpm -V fontconfig doesn't report that my 56-user.conf has an issue. In /etc/fonts/conf.d/ the symlink is present. This is a fairly fresh install of OpenSUSE Tumbleweed (about 3-4 months ago). Thanks for mentioning this though. I'm pretty sure fontconfig is recognizing my fonts.conf on some level because when I run: $ fc-match -v 'IBM Plex Mono' fontfeatures: "ss03"(w) is in the output. However, even in Xterm IBM Plex mono does not have slashed zeroes so I think that eliminates the DE as being responsible for overriding the setting. -- You are receiving this mail because: You are on the CC list for the bug.
