There is no cyclic symbolic link. The symbolic link is to make
/usr/include/c++/7/x86_64-suse-linux/32/bits/config.h resolve to
/usr/include/c++/7/x86_64-suse-linux/bits/config.h.
We've been doing this since day one of GCC packaging.
Whatever tool doesn't handle this case is broken (think of a user creating
such symlink).
INVALID since "several tools" were not named. Please file bugs against
"several tools" instead.
