Certainly not. I *restarted* my box several times. Always the same result. I have Kodi on auto-start. By Kodi I mean a user account called "Kodi" with simple TWM session with Kodi as only application started via .xinitrc. Instead of Kodi I always ended in GDM; ended in GDM unable to log to any account, my normal one, Kodi one, test account. I have TV connected to that box so I instantly saw that after restart there was no Kodi. When I disabled vncmanager, Kodi started to appear again. I will disable Kodi (account) autostart and re-try.
Please try if you could log in with different user or into a different desktop environment.
I tested it with GDM -> KDE Plasma and GDM -> TWM (Kodi). I have to install Gnome, I'll give it a try.
Could you try if it happens with different display manager, e.g. SDDM?
That is a strange request, SDDM does not support XDMCP, therefore it is unusable for VNC. See: https://github.com/sddm/sddm/issues/1069 The very reason I use GDM, despite being KDE user, is the lack of XDMCP support in SDDM. The only other still actively developed DM with XDMCP is LightDM. See: https://wiki.archlinux.org/index.php/XDMCP I will give it a try.
