I decided to verify if that is a user space issue.
I've edited 5.0.0-rc6 sources file:
drivers/base/power/sysfs.c
and modified control_store() by adding:
dev_info(dev, "%s: buf:%s\n", __func__, buf);
Booting that self compiled kernel and connecting the scanner gave me:

So there is clearly *something* in the user space that sets power/control to
the "auto" value essentially overwriting udev's workaround (the "on" value).
