Sorry for not seeing this earlier (we rarely use bugzilla for infrastructure
issues - reports to admin@opensuse.org are preferred and handled faster)
That said - my records say that 2018-10-02 was the crazy day when
download.opensuse.org went down with a filesystem error, and I redirected
everything to provo-mirror as a workaround, and activated mirrorbrain (the
download redirector) there.
Your report looks like that workaround wasn't perfect ;-) (but for most cases,
still better than "download.o.o is down")
This also means that this problem should be fixed since months.
