It doesn't matter if I try to import a file or create it by hand. The 'Add' button on the upper right corner is all grayed out. I can use 'nmcli' as regular user to create or import vpn profiles though. I am using NetworkManager-applet-1.8.16-1.1.x86_64 Let me know if you need more information.
