It can be reproduced simply with:
$ systemctl is-active network
active
$ systemctl daemon-reload
$ systemctl is-active network
inactive
The problem is that after "daemon-reload" the alias "network.service" has been
garbage collected and is not loaded anymore and therefore reported as inactive.
This is actually a known issue:
https://github.com/systemd/systemd/issues/7875
It's been fixed by commmit 3d083b2245b0b8e52f2d8ccc3e55246f41f1f544.
Only v234 is affected as v228 doesn't seem to have the issue and v237 already
contains the fix.
