The package from https://rudin.suse.de:8894/package/show/security:privacy/gkeyring requires a package python-gnomekeyring which is not available for openSUSE_Leap_15.0 in OBS. On openSUSE_Leap_42.3 the related package belongs to gnome-python-desktop.src.rpm, but this one does not seem to be available for 15.0.
Since the package depending on gnome-keyring is not in the distro, there is no justification to have the dependencies (which, by the way, are outdated) in the distro and having distro maintenance on it. The dep should be added to the 3rd-party repo.
