I wonder if you have anything less than a full quote.
I will not comments on the relative merits of sharing home directory, but
merely point out that the keyring format has changed between these GnuPG
versions, including I believe the trust database. The error you reported is one
consequence of that.
The only item that does not fit the above is your observation that for you the
single "breaking" change is from 1.9.9 to 2.0.4. I have reproduced this
scenario locally. Other than the expected problems when downgrading from GnuPG
2.2 to 2.0 this works with enigmail 2.0.4. (The problem is the changed keyring
storage format). Enigmail would complain until this is resolved locally.
So we have contradicting descriptions and observations, and a hunch by the
maintainers that this is actually not entirely up to the enigmail maintenance
update. Setting needinfo again for you to provide a reproduction recipe from
scratch, or possibly a constructed dataset (keys, e-mail, configuration) that
decrypts successfully with Leap 42.3 and enigmail 1.9.9 but fails with 2.0.4)
