With the recent fixes to systemd-rpm-macros, presets (/usr/lib/systemd/user-presets/) are being now applied on installation to global *user* services in /usr/lib/systemd/user/ (user-presets, even if present, were not applied on package installation in Leap 42.3 or earlier).
Hmm I don't remember this was fixed/changed recently... could you show the fix you're refering to ?
1) Is default-enabled user services the desired behaviour? System services default to disabled.

Do we want to explicitly list all enabled by default user services (like we do for system services) or should we consider that user services should be enabled for all users as soon as the package is installed ?
We should rely on preset and not enable by default user services, just like we don't not enable by default system services, I'd say (which can always be changed by admin).
