either the KDE pattern has to recommend it or pulseaudio-module-gconf as to have a packageand on pulseaudio and gconf2

As it is plasma5-pa that offers these settings and needs pulseaudio-module-gconf (if you want to enable these options at least), that package is IMHO the proper place to recommend it.
