Of the three host gb250 openSUSE installations mentioned in comment 0, content
of
/etc/sysconfig/network/ifcfg-eth0 is identical, created by YaST at installation
time, based upon identical cmdline specified network configuration according to
linuxrc for NET installation. ifcfg-eth0 in all contains three lines,
BOOTPROTO, IPADDR and STARTMODE. Adding LINK_REQUIRED='no' to ifcfg-eth0 keeps
the wicked managed network interfaces startup time reported by journalctl to
around 6.3 seconds instead of 30 when the ethernet cable is disconnected. After
adding LINK_REQUIRED='no' to ifcfg-eth0, on TW and 15.0 on gb250, 6.3 seconds
is the same time reported by systemd-analyze blame with or without ethernet
cable connected at boot.
