But still from the scenario you described in your first comment (create partitions -> fstab entries -> mkfs partitions), I fail to see why they would have been mounted automatically.
because udev synthesizes change events at close-after-write. That's what the partitioning tools and the mkfs tools do. A change event will be synthesised after the FS is created, systemd should see the device unit matching a configured mount unit, and mounts it.
