Now I have a working vconsole.
Ok.
But KDE is still using nodeadkeys.
I used both XkbVariant=de and XkbVarain=basic.
Here my /etc/X11.xorg.conf.d/00-keyboard.conf:

The content of /etc/X11/xorg.conf.d/00-keyboard.conf looks correct, so it's probably overridden (or ignored) by your DE once you log in. As far as systemd is concerned, it seems that everything is OK.
