That is, it would be helpful if there were some general mechanism for systemd files could behave differently, based on the content of /etc/sysconfig files
The standard approach to get systemd to respond to external config files is to write a "generator" which reads the files and writes things that systemd can understand directly. Maybe we could write a generator which read all the /etc/sysconfig file and for every "boolean" or "yesno" option it creates a file /run/sysconfig/$FILE-$NAME iff the option is "yes".
