Upon closer inspection, it looks like kernel-default-devel packages for both the most recent and older kernel exist on the same system, can this be right?
Yes, it is also the default. /etc/zypp/zypp.conf multiversion = provides:multiversion(kernel)
No older kernel header packages exist on the system even if there are older kernels which suggests to me that only the most recent package should be installed
No, there is a service running irregularly that removes old kernels. multiversion.kernels = latest,latest-1,running
Note that on all of these systems, GRUB by default is also supposed to boot the most recent kernel which apparently is also not happening when the above example is reversed.
In the absence of another selection, it will boot the highest binary kernel
version installed. It does not look at kernel headers at all.
All in all, the set of installed kernel-default-devel package may mismatch at
any time with the binary kernel packages and the running one. Installing an
online update with a kernel will install the kernel-default-devel if any was
installed, but multiple versions in parallel
If this explains your observation, please mark the issue as resolved-invalid.
Otherwise please explain exactly what the bug is.
