The kernel in Leap 42.3 doesn't support Polaris 12 yet. So your desktop is
probably using software rendering which is the reason for the bad performance.
That means that Leap 42.2 had the same issue and this is not a regression.
Simply, your hardware is too new.
To get the graphic card working you need newer kernel. You may have better luck
with kernel from Tumbleweed. It is less bleeding-edge than KOTD, but should
already contain the support for Polaris 12. You may also want to try using the
whole Tumbleweed distribution instead of Leap.
I am closing the bug as wontfix. If you run into some issues with Tumbleweed,
please open another bug.
