In case that doesn't work or doesn't seem like a good idea:
Maybe a workaround would be to switch to an unused VT before running the display manager?

This is really a design problem with having a bootsplash in user space, and thus with Plymouth.
Reassigning to the Plymouth maintainer.
Hi Max: Plymouth is just a program supporting animations during system boot. The previous and after service flow are maintained by Systemd, such like "switch to an unused VT", Not Plymouth. Plymouth is also controlled under Systemd, it doesn't have any logic about what time it will be launched or stopped. We just work to make sure it will correct responding the client control command and runs well to display animations.
