I am afraid I do not know why hplip is built with --disable-policykit.
Usually I provide a comment in hplip.spec when I specify non-default
configure options but there is nothing about --disable-policykit.
Only a blind guess because in hplip.changes I found

Added PolicyKit support. Command line tools like hp-setup,
hp-plugin, etc. are now run as regular user.

I guess --disable-policykit might have beed added at that time
or some time later but I cannot remember the reason why.
