I guess the best way to find out is to download the eclipse installer from https://www.eclipse.org/downloads/download.php?file=/oomph/epp/oxygen/R/ecli... and try yourself. To me it looks as if the runtime is now searching for a folder conf/security/policy/unlimited which is not present. When I linked the current place for java security to that folder the runtime started to complain about missing policy files, which is when I stopped investigating.
