I am seeing this on two different laptops. When I use the key combination, there is an animation which suggests that the touchpad is being toggled by that key combo. But it has no effect on actual use of touchpad. (This works fine in KDE, but not in Gnome). Maybe an added comment. I see the same sort of behavior in Tumbleweed when using Gnome/Xorg.
