On your screenshot, I neither see a network error nor that that user login
prompt is not reached and you need to press Ctrl-C instead.
The login prompt is clearly visible before you did press Ctrl-C.
You run into the usual problem with systemd, that login prompt is already there
before the boot process is finished. That's while there are still output of
other processes.
On openSUSE Tumbleweed you normally don't see this, since the graphical display
managers hides the fact that the boot process is still in progress and output
written to the console.
