TUNNEL=... causes wicked to create a normal gre tunnel device in the kernel
(make an "ip link add" call). I don't know how ovs is creating the gre tunnel.
Please open a feature request (fate.suse.com [LEAP] or features.opensuse.org)
to add ovs gre tunnel support to wicked. Until now, wicked supports only a
basic set with normal ethernet interfaces only and it will not change without
feature requests.
What you can also try is to use a hook like this to make the proper ovs call
(pre-up == after creation, but before "ip link set up" call):
ifcfg-br1:
PRE_UP_SCRIPT="wicked:whatever"
-> /etc/wicked/scripts/whatever
#!/bin/sh
action="$1" # "pre-up" script action
bridge="$2" # "br1" when used in ifcfg-br1
ovs-vsctl add-port $bridge gre1 -- set Interface gre1 type=gre \
