I now see why devices are automatically enabled for me: blueman-applet (running
in the XFCE desktop) does this. Without blueman running, devices do not get
enabled automatically.
I'm not opposed to have them enabled always automatically, however I'd like to
have the security-team have a short look into this.
Security: this is about bluetooth devices being enabled ("up") automatically
when they are plugged in.
Right now, they are only enabled if the user has configured this in a desktop
applet. Otherwise they are in state down.
