I tried to run also "systemctl stop" and now it says "dead(inactive)", let's see if that helps.
It did. The cookie has survived for over 96 hours now (before that, it was gone within 24 hours). So I guess it's safe to assume it's the systemd tmp cleaner who deletes the file. As far as I'm concerned, this resolves the issue for me as I'm definitely not interested in systemd deleting files behind my back.
