backintime-qt4-1.1.20 is not officially in Factory/Tumbleweed, where did you
install it from?

backintime in obs://Archiving:Backup (update to Factory is in progress) rpm
requires python3-qt4 which requires python3-sip.

If you installed from rpm, can you provide the exact sources of your packages
please? i.e. output of

rpm -q --queryformat="%{NAME}-%{VERSION}-%{RELEASE} %{DISTURL}\n"
backintime-qt4 python3-qt4 python3-sip
