A diff between the two spec files shows that features have been added to SLE-12-SP2 already - like psm2 support- which are still missing from openSUSE. Please also check boo#983235. This contradicts the 'Factory First' policy. I do understand that not all features from Factory will be backported to an enterprise product - either because they do not apply or break API/ABI in an incompatible way, or that selected upstream fixes are backported to an older version in an enterprise product which are part of a newer upstream version in Factory. However, here, non of this is the case. This issue should be fixed before addressing FATE#321711 as we should not have to deal with diverging packages for openSUSE and SLE.
