The KDE crash reporter problem would have to go upstream; I fear this is beyond
our scope.
As for the proposed zypper feature: You can do that with wildcards:

But you still need to decide which ones you need. You surely don't want all
debuginfo packages that exist, only selected ones. Even if you went down the
dependency tree all the way, you'd get a lot of them that you don't really
want: glibc, X libs etc.; for KDE applications, you'd probably want to restrict
that to the KDE libs and Qt, otherwise this gets out of hand really quickly.
