Previous 13.1 installation on this machine didn't present the same issue. Plasma5 with sddm, no autologin, lock screen on resume set in System Settings -> Desktop Behaviour -> Screen Locking. Upon locking the screen or resuming from suspend, there is no keyboard focus for entering a password (or selecting other options). However, I have found that when the laptop is not docked, this issue doesn't occur. And upon reaching the same login screen after a boot, the cursor is blinking as expected ready to take input. I've tried various keys and key combos (including tabbing) but nothing will bring focus to the password box. I tried unplugging the USB keyboard from the dock, that didn't make any difference. Whilst on the surface this appears a minor annoyance, since I can click the mouse in the password field to get a blinking cursor, it presents a potential major accessibility issue.
