If nouveau driver is used for the primary output (not as a hybrid GPU render),
it also serves for Linux console framebuffers, e.g. for VT screens, thus it's
really being used even when you don't run X.
You can unbind it via sysfs, but you'll lose the graphics completely.
If you don't want nouveau, just try to blacklist it in modprobe.d/*.conf.
Or just pass nomodeset boot option, then you can unload it freely.
