Ok. With 'startshell=1' I could move /etc/X11/xorg.conf.d/40-libinput.conf to /
so instead of libinput driver evdev input driver has been used during
installation. Using evdev I ccould not reproduce the issue during installation
any longer. So very likely Michal Srb is right with the assumption that it's
something with the new threaded input handling in 1.19. Just some background:

I don't see the issue with libinput after installation though. Up to now -
which doesn't mean that much.
