Well, after days of debugging, the result is:
* noto fonts are ugly as they are set up by default
* dejavu fonts look really pretty in comparison to noto
* interpreter-version 40 OR hinting other than "none" renders even dejavu
really bad
* all fonts look terrible with subpixel hinting (I reverted from modified
freetype to TW's)
So as a short-term workaround, I set the interpreter to 35 and default fonts to
dejavu. See the attached fonts-config.
I could not make noto fonts to look pretty, though.
BTW noto fonts cannot be uninstalled:
noto-sans is needed by (installed)
plasma5-integration-plugin-5.8.3-1.1.x86_64
