As the mouse moves down the screen, the flicker becomes less frequent until it stops completely in the lower 4/5 of the screen. It also occurred with an much older ATI video adapter, an hd 4770. I replaced with the current one because the old one had gotten so noisy (darn fans :-( ). This was not a problem with a smaller display, an NEC 1920x1200. I have since installed the fglrx driver.
