It indicates that yast requests translations, but it does not provide texts to translate. But this translation project indeed exists in the openSUSE LCN SVN, and its pot file was last time updated in 2008. https://svn.opensuse.org/svn/opensuse-i18n/trunk/yast/50-pot/rpm-groups.pot So it is possible that the generator was dropped, but references were kept.
