I do have a regular 13.2 system with the updates and the following mono packages from the standard distribution installed: mono-core 3.8.0-1.4 mono-data 3.8.0-1.4 mono-data-sqlite 3.8.0-1.4 mono-extras 3.8.0-1.4 mono-mvc 3.8.0-1.4 mono-wcf 3.8.0-1.4 mono-web 3.8.0-1.4 mono-winforms 3.8.0-1.4 mono-winfxcore 3.8.0-1.4 libgdiplus0 3.8-3.1 Keepass was installed via YasT. The bug may be related to bug ID 972149, but I do not have /usr/lib/mono/gac/System.Drawing/4.0.0.0_b03f5f7f11d50a3a/libgdiplus.so on my system, so I couldn't create that link even if it were the cure.
