Hi everyone, this isn't something I know how to fix, so it looks like the
bug should be handled upstream.

It's been handled upstream.
Indeed, with Xserver 1.17 the semantics of '-(no)listen tcp' on the Xserver
command line and the defaults have been changed. (Which is stupid as it
requires to change all DMs as well - and not only that, it requires to add a
version check for the Xserver).
I've backported the fix from upstream to Leap 42.1 and fixed xdm
(SUSEconfig.xdm) as well.

Now all the other DMs need to be fixed as well.
