Should be possible. Wondering if we can/should proceed without an ECO though.
Even though Sphinx is only a build dependency, not shipped in any product,
there is still the risk of breaking other packages that use Sphinx to build
documentation and might not work with the newer version. We have to check that
"everything" still builds fine (and produces sane results) with 1.3+.

I also tried to build 1.3.x against SUSE:SLE-12-SP1:Update:Products. There are
some other dependencies we need to add to the codestream:
python-sphinx_rtd_theme, python-snowballstemmer, python-alabaster and
python-Pygments > 2.x.
