I'm not entirely sure what is going on here, but I do have some partial
findings:
First, it is clear that Leap was originally released with ceph version 0.80.9.
Later this was upped to 0.94.5 by a maintenance update.
Second, the ceph package in the home:AndreasStieger:leap:42.1-rebuild project
is still in scheduled state when qemu builds:
https://build.opensuse.org/package/show/home:AndreasStieger:Leap:42.1-rebuil...
It appears that the qemu build is trying to satisfy its ceph-devel dependency
from the Leap GA project[1] instead of from the maintainance update[2].

Does anyone have any idea why this is happening?
Another issue is that ceph-devel itself is long obsolete - qemu should be
depending on the librbd1-devel package I think.
